Action Plan 2026 – Luc Cornet

Luc Cornet     12.05.2026

1. FIDE/ECU Delegate

For FIDE, a federation’s delegate serves two specific meanings:

  1. The contact person between FIDE and the national federation.
  2. The person who votes for the national federation at FIDE General Assemblies.

FIDE also recognizes a National Rating Officer (from FIDE’s perspective, this is the RBCF’s FIDE rating officer). In Belgium, the FIDE Delegate currently combines these two roles. There is an unwritten restriction: the delegate only represents Belgium at the General Assembly if the President of the RBCF is not willing to attend and vote in his own name.

Tasks and responsibilities

  • Contact with FIDE/ECU: Managing correspondence regarding board changes, transfers, and technical bugs in the FRS, as well as coordinating with commissions for player, arbiter, and trainer titles (QC, ARB, TRG).
  • International & internal liaison: Maintaining contact with other federations (KNSB, DSB, FFE, FLDE, etc.) and assisting organizers with registrations for World or European events.
  • Operational rating work: Registering tournaments for FIDE Elo, submitting reports, and managing FIDE IDs (both semi-automatically and manually) by linking them to Belgian “stamnummers / matricules.”
  • Administrative oversight: Managing player details, FOA registrations, and coordinating with the national treasurer to handle invoices for titles and tournament registrations.

My goal is to significantly cut down on this workload by dividing these tasks among several people. While I do not aspire to the political aspect of voting at General Assemblies, I would still like to visit FIDE commissions to stay informed on the latest developments.

2. Director of national tournaments

Currently, this role is responsible for the national interclubs, national tournaments, and national regulations. As with my other duties, I intend to reduce the amount of work I perform in this area.

3. Membership administration

I am currently performing these tasks because, structurally, I have the best knowledge of our data. However, this is a responsibility I specifically wish to step away from.
